Local government faces particular outcomes issues
In addition to the normal outcomes issues facing the public sector - long-term, difficult to attribute and politically contested outcomes - local government is usually required to show that it is taking into account a number of overlapping outcomes sets. These include: local communitie’s outcomes; its own outcomes; central government’s general outcomes; central government's specific priorities for local government; and local government’s ongoing statutory responsibilities.
Having a number of overlapping outcomes sets can be confusing

The DoView® approach is not a monolithic system requiring you to replace all of your current outcomes documentation and approaches. Rather, it is a flexible toolkit from which you can pick the aspects you want to apply to your outcomes work at any point in time. It has been designed to be generic and therefore it is compatible with many other systems, methodologies and approaches used in the local government outcomes, strategy, monitoring, evaluation and reporting space.

Analyze the relationship between all of your different outcomes sets

Prove you have alignment between your projects and priorities

Use your visual outcomes model for other technical analytical work
Once you have built your visual outcomes model, you can then use it for a number of organizational functions. For instance, mapping KPIs and indicators onto the model and identifying whether or not these are measuring priorities or less important aspects of your work. You can also use the model to identify how you will undertake evaluation of your work and prove it is having an impact.
