Local government faces particular outcomes issues

In addition to the normal outcomes issues facing the public sector - long-term, difficult to attribute and politically contested outcomes - local government is usually required to show that it is taking into account a number of overlapping outcomes sets. These include: local communitie’s outcomes; its own outcomes; central government’s general outcomes; central government's specific priorities for local government; and local government’s ongoing statutory responsibilities.

Having a number of overlapping outcomes sets can be confusing

DoView® Results Roadmapping is a visual modeling approach which enables local government to quickly sort out how these multiple overlapping outcomes sets relate to each other and how they relate to your organization’s outcomes. Equally importantly, it lets you quickly prove to stakeholders that you’re focused on their outcomes.

The DoView® approach leverages a new ‘visual' paradigm

Everyone in local government these days uses some form of visual diagram to communicate an overview of their outcomes. However, the DoView® approach moves way beyond this merely ‘presentational’ use of visual diagrams. It utilises the power of visualization as an analytical tool. Within the approach, you can ‘see’ the relationship between outcomes and the lower-level steps you need to take. You can also visually check if you have alignment between the various elements you work with - outcomes, priorities, strategies, projects, KPIs, indicators etc. See how an overall DoView® Results Roadmap visual plan for a city or region can be developed.

Think of the DoView® approach as a flexible toolkit not a monolithic system

The DoView® approach is not a monolithic system requiring you to replace all of your current outcomes documentation and approaches. Rather, it is a flexible toolkit from which you can pick the aspects you want to apply to your outcomes work at any point in time. It has been designed to be generic and therefore it is compatible with many other systems, methodologies and approaches used in the local government outcomes, strategy, monitoring, evaluation and reporting space.

The approach has the following benefits:

Analyze the relationship between all of your different outcomes sets

As discussed above, you can visually model within your DoView® Results Roadmap both all of your own plans, and the requirements of central agencies or other stakeholders. Because you do it visually, it is easy to quickly ’show’ stakeholders that you’re taking their strategies and outcomes into account. This avoids you having to write long-documents and make long explanations attempting to prove that your strategy is consistent with theirs - it is all set out simply and visually on your Results Roadmap.

Prove you have alignment between your projects and priorities

Alignment between priorities and projects is essential for organizational success. With the DoView® approach you can do this quickly in a visual format. This is a much more rigorous approach than the traditional way it is done within tables and text inside narrative strategic plans and other traditional outcomes documentation.

Use your visual outcomes model for other technical analytical work

Once you have built your visual outcomes model, you can then use it for a number of organizational functions. For instance, mapping KPIs and indicators onto the model and identifying whether or not these are measuring priorities or less important aspects of your work.  You can also use the model to identify how you will undertake evaluation of your work and prove it is having an impact.

Use the DoView® software tool as an agile 'Swiss Army Knife' for all your outcomes work regardless of the methodology you’re using

DoView® outcomes planning and outcomes modeling is undertaken using the DoView® software tool. This is a very affordable and easy-to-use piece of software for PCs and Macs. It allows you to quickly draw, and work with, visual outcomes models of any type. Because the software was designed to be 'methodology-neutral' it can be used as a platform for working not just with the DoView®  approach but also with any of the other popular outcomes methodologies you are using or deploy in the future: Balanced Score Card; Investment Logic Modeling; Tripple Bottom Line Reporting; Integrated Reporting; the Five Cases Approach; Results Based Accountability; Theory of Change; Results Chains etc.

The magic is of this is that it means that you can pick-and-mix the strategy, outcomes, monitoring, evaluation and reporting frameworks you prefer but then you can then link them all together within the one platform. This saves time, avoids re-work and ensures integration between your varied approaches. It also allows for a progressive and graceful evolution of your outcomes system rather than a number of big-bang transitions from one monlithic system to another.
